Lancaster Council Planning Documents
Due to the multitude of policies and other documents that are published at national, regional and local level it can be very difficult to work out what is most relevant when it comes to objecting to a planning application. Lancaster District Local Plan (LDLP) 1996-2006
The Lancaster District Local Plan (LDLP) was adopted on 16th April 2004 and applies to the period 1996-2006. The Local Plan will progressively be replaced by the Local Development Framework Development Plan Documents However many of the policies contained in the LDLP have been "saved" which means they are still relevant when objecting to the Centros development and are in fact quoted by Centros in their planning application documents. Local Development Framework (LDF)
Following the introduction of major changes to the Development Plan system in 2004 Lancaster City Council is preparing a Local Development Framework (LDF). The LDF is made up of a bundle of documents that will eventually replace the adopted Lancaster District Local Plan as the local element of the Development Plan. In general later documents concerning the same issues carry more weight but earlier documents are still relevant.

| Provides the programme for the preparation of Local Development Documents. The first revision of the Local Development Scheme is a Project Plan for the new system setting out what documents the Council proposes to prepare, when it proposes to prepare them and the key milestones in their preparation.It provides a timetable for preparing Local Development Framework Documents.It describes the LDDs (Local Development Documents) that the Council will prepare, the existing Development Plan Documents, provides an explaination of the relationship between LDDs, identifies the resources required and the potential constraints and sets out how progress will be monitored. | |
| Describes how the Council will engage and consult with the community on planning matters - with regard to both forward planning and planning applications (pdf version). This sets out the Council’s policies and standards on involving the Community in the preparation of Development Plan Documents and in the processing of Planning Applications. The Council has prepared the Statement of Community Involvement as part of changes to the Planning system under the 2004 Planning and Compulsory Purchase Act. The Statement of Community Involvement was adopted on June 12th 2006 | |
| Core Strategy | The Core Strategy sets the Council's overall spatial framework for the period up to 2021 and gives the principal policies that will guide the detailed decisions taken through other Local Development Documents and the development control process in the Lancaster District. It was adopted on 23rd July 2008 and the Council website says it is the most important consideration in determining most planning applications, however it covers very general issues. The adopted doument is the Lancaster District Core Strategy Facsimile Edition. |

Contains the policies that the Council will use in determining planning applications. It is currently not yet finalised and is open for consultation which means that you can have a say in what goes into it. |

| Sustainability Appraisal | Sustainability Appraisal and Strategic Environmental Assessment Sustainable development is now the statutory purpose of planning. To help deliver this, and at the same time satisfy the European Directive on Strategic Environmental Assessment, the Council must subject all its new Local Development Documents to Sustainability Appraisal. In this way the Council will make the most sustainable choices in developing its planning policies. |

| The White Young Green Report Feb 2006 - (pdf file 1.4MB) - This costly retail survey commissioned by Lancaster City Council is a very detailed 100 odd page report by an independent company on present and future retail needs for Lancaster, Morecambe, Carnforth and outlying areas. However it's findings seem to have been relegated to the status of 'background material' in the context of the Centros plans. | |
